West Bay, Dorset.
Earlier today this picture was here with the wrong title. The sea is, indeed at the top of the page but the line across the middle is a metal hand rail. The lower part of the picture is the beach - lots of little pebbles. You can see the original, colour version at Metal Hand Rail.
