In response to your question on my post - She is an employee (possibly casual labour) of the Mumbai municipal corporation, hired to pick up the garbage in a specific area and transfer it to a predesignated point from where it will be picked up by the garbage truck for disposal.

Hello Taken for Granted. There are lots of levels in the central area of the Piece Hall so it's not immediately obvious how wheelchairs get around. It must be something of a circuit. I'll have to follow it to see where it goes.
